#FactCheck: AI-Manipulated Video Falsely Shows Indian Envoy Defending Arms Supply to Israel at UNSC

An Indian official is seen allegedly speaking at a United Nations Security Council (UNSC) meeting, where he is purportedly defending India’s supply of weapons to Israel. The video claims that India is fulfilling its defence export commitments despite allegations concerning the supply of small arms, ammunition and military vehicles to Israel since October 2023, including shipments by government-owned companies. CyberPeace Research Wing found that Permanent Representative of India to the UN Parvathaneni Harish did not make any such statement at the UNSC. His AI-manipulated video is being circulated on social media with a misleading claim.

Fact Check
To investigate the video, we first converted it into keyframes and then conducted a reverse image search of those frames using Google Lens. We found the original video posted on the official X handle of the Permanent Mission of India to the United Nations. The post was accompanied by the caption: “#IndiaAtUN Statement by Permanent Representative Parvathaneni Harish at the quarterly UN Security Council meeting on the situation in Afghanistan.” We reviewed Parvathaneni Harish’s complete statement but found no such remarks as those shown in the video being circulated on social media. In his address, Harish did not make any reference to supplying weapons to Israel.

Our investigation found that Parvathaneni Harish, Permanent Representative of India to the United Nations, had issued a statement on the situation in Afghanistan and India-Afghanistan relations. We also found the text version of his statement on the official website of the Permanent Mission of India to the United Nations. In his statement, Harish referred to the historical ties between India and Afghanistan, noting that the relationship between the two countries predates modern maps and borders. He also spoke about India’s policy towards Afghanistan and its commitment to peace, stability and prosperity. In addition, he highlighted India’s participation in the meetings of the Doha Contact Group, its strong bilateral development partnership with Afghanistan, and its efforts through regional initiatives. However, a review of Harish’s complete statement shows that it contains no remarks resembling those attributed to him in the video being shared on social media. His official statement also makes no mention of India’s alleged supply of weapons to Israel or the 2,596 shipments cited by Amnesty International. This establishes that the video being circulated on social media is presenting Harish’s actual statement in a misleading context.

Hive Moderation’s analysis found no signs of manipulation in the video’s visuals. However, the analysis indicated a 97% probability that the speech used in the video was AI-generated.
Conclusion
Our research found that Parvathaneni Harish, Permanent Representative of India to the United Nations, did not make the statement attributed to him in the video being circulated on social media. His official statement at the UN Security Council meeting on the situation in Afghanistan focused on India-Afghanistan relations, peace, stability, development cooperation and regional initiatives, and contained no reference to India supplying weapons to Israel or to the 2,596 shipments mentioned in the viral video.
Further analysis by Hive Moderation found a 97% probability that the speech used in the video was AI-generated, while the visuals showed no signs of manipulation. These findings indicate that the video has been digitally manipulated by replacing or altering the original speech and is being presented with a misleading claim.Therefore, the claim that Parvathaneni Harish defended India’s alleged supply of weapons to Israel during a UNSC meeting is false and misleading.

Fact Check:
To verify the claim, we conducted a keyword search on Google. However, we did not find any credible media reports confirming that such a lockdown announcement had been made recently. We then extracted keyframes from the viral video and performed a reverse image search using Google Lens. During this process, we found the same video on a YouTube channel, where it had been uploaded on March 24, 2020.
The viral portion of the clip appears around the 40-second mark in the original video.
Conclusion:
Our research found that the viral video is not recent. It dates back to March 24, 2020, when PM Modi announced a nationwide lockdown during the COVID-19 pandemic. The clip is being shared with a misleading claim.
Introduction
The 2023-24 annual report of the Union Home Ministry states that WhatsApp is among the primary platforms being targeted for cyber fraud in India, followed by Telegram and Instagram. Cybercriminals have been conducting frauds like lending and investment scams, digital arrests, romance scams, job scams, online phishing etc., through these platforms, creating trauma for victims and overburdening law enforcement, which is not always the best equipped to recover their money. WhatsApp’s scale, end-to-end encryption, and ease of mass messaging make it both a powerful medium of communication and a vulnerable target for bad actors. It has over 500 million users in India, which makes it a primary subject for scammers running illegal lending apps, phishing schemes, and identity fraud.

As a response to this worrying trend and in keeping with Rule 4(1)(d) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, [updated as of 6.4.2023], WhatsApp has been banning millions of Indian accounts through automated tools, AI-based detection systems, and behaviour analysis, which can detect suspicious activity and misuse. In July 2021, it banned over 2 million accounts. By February 2025, this number had shot up to over 9.7 million, with 1.4 million accounts removed proactively, that is, before any user reported them. While this may mean that the number of attacks has increased, or WhatsApp’s detection systems have improved, or both, what it surely signals is the acknowledgement of a deeper, systemic challenge to India’s digital ecosystem and the growing scale and sophistication of cyber fraud, especially on encrypted platforms.

- Under Rule 4(1)(d) of the IT Rules, 2021, significant social media intermediaries (SSMIs) are required to implement automated tools to detect harmful content. But enforcement has been uneven. WhatsApp’s enforcement action demonstrates what effective compliance with proactive moderation can look like because of the scale and transparency of its actions.
- Platforms must treat fraud not just as a content violation but as a systemic abuse of the platform’s infrastructure.
- India is not alone in facing this challenge. The EU’s Digital Services Act (DSA), for instance, mandates large platforms to conduct regular risk assessments, maintain algorithmic transparency, and allow independent audits of their safety mechanisms. These steps go beyond just removing bad content by addressing the design of the platform itself. India can draw from this by codifying a baseline standard for fraud detection, requiring platforms to publish detailed transparency reports, and clarifying the legal expectations around proactive monitoring. Importantly, regulators must ensure this is done without compromising encryption or user privacy.
- WhatsApp’s efforts are part of a broader, emerging ecosystem of threat detection. The Indian Cyber Crime Coordination Centre (I4C) is now sharing threat intelligence with platforms like Google and Meta to help take down scam domains, malicious apps, and sponsored Facebook ads promoting illegal digital lending. This model of public-private intelligence collaboration should be institutionalized and scaled across sectors.

WhatsApp’s mass account ban is not just about enforcement but an example of how platforms must evolve. As India becomes increasingly digital, it needs a forward-looking policy framework that supports proactive monitoring, ethical AI use, cross-platform coordination, and user safety. The digital safety of users in India and those around the world must be built into the architecture of the internet.

The cybercriminals attacking the ‘Barbie’ fans in India, as the popular malware and antivirus protection MacAfee has recently reported that India is in the top 3rd number among countries facing major malware attacks. After the release of ‘barbie’ in theatres, the Scams started spreading across India through the free download of the ‘Barbie’ movie from the link and other viruses. The scammers trick the victims by selling free ‘Barbie’ tickets and, after the movie’s hit, search for the free download links on websites which leads to the Scams.
What is the ‘Barbie’ malware?
After the release of the ‘Barbie’ movie, trying to keep up with the trend, Barbie fans started to search the links for free movie downloads from anonymous sources. And after downloading the movie, there was malware in the downloaded zip files. The online scam includes not genuine dubbed downloads of the movie that install malware, barbie-related viruses, and fake videos that point to free tickets, and also clicking on unverified links for the movie access resulted in Scam. It is important not to get stuck in these trends just because to keep up with them, as it could land you in trouble.
Case: As per the report of McAfee, several cases of malware trick victims into downloading the ‘ Barbie’ movie in different languages. By clicking the link, it prompts the user to download a Zip file, which is packed with malware
