Executive Summary:

A widely used news on social media is that a 3D model of Chanakya, supposedly made by Magadha DS University matches with MS Dhoni. However, fact-checking reveals that it is a 3D model of MS Dhoni not Chanakya. This MS Dhoni-3D model was created by artist Ankur Khatri and Magadha DS University does not appear to exist in the World. Khatri uploaded the model on ArtStation, calling it an MS Dhoni similarity study.

Claims:

The image being shared is claimed to be a 3D rendering of the ancient philosopher Chanakya created by Magadha DS University. However, people are noticing a striking similarity to the Indian cricketer MS Dhoni in the image.

Fact Check:

After receiving the post, we ran a reverse image search on the image. We landed on a Portfolio of a freelance character model named Ankur Khatri. We found the viral image over there and he gave a headline to the work as “MS Dhoni likeness study”.  We also found some other character models in his portfolio.

Subsequently, we searched for the mentioned University which was named as Magadha DS University. But found no University with the same name, instead the name is Magadh University and it is located in Bodhgaya, Bihar. We searched the internet for any model, made by Magadh University but found nothing. The next step was to conduct an analysis on the Freelance Character artist profile, where we found that he has a dedicated Instagram channel where he posted a detailed video of his creative process that resulted in the MS Dhoni character model.

We concluded that the viral image is not a reconstruction of Indian philosopher Chanakya but a reconstruction of Cricketer MS Dhoni created by an artist named Ankur Khatri, not any University named Magadha DS.

Conclusion:

The viral claim that the 3D model is a recreation of the ancient philosopher Chanakya by a university called Magadha DS University is False and Misleading. In reality, the model is a digital artwork of former Indian cricket captain MS Dhoni, created by artist Ankur Khatri. There is no evidence of a Magadha DS University existence. There is a university named Magadh University in Bodh Gaya, Bihar despite its similar name, we found no evidence in the model's creation. Therefore, the claim is debunked, and the image is confirmed to be a depiction of MS Dhoni, not Chanakya.

Introduction

Rajeev Chandrasekhar, the Union minister of state for information technology (IT), said that the Global Partnership on Artificial Intelligence (GPAI) Summit, which brings together 29 member governments, including the European Union, announced on 13th December 2023 that the New Delhi Declaration had been adopted. The proclamation committed to developing AI applications for medical treatment and agribusiness jointly and taking the needs of the Global South into account when developing AI.

In addition, signing countries committed to leveraging the GPAI infrastructure to establish a worldwide structure for AI safety and trust, as well as to make AI advantages and approaches accessible to all. In order to complete the recommended structure in six months, India also submitted a proposal to host the GPAI Global Governance Summit.

“The New Delhi Declaration, which aims to place GPAI at the forefront of defining the future of AI in terms of both development and building cooperative AI across the partner states, has been unanimously endorsed by 29 GPAI member countries. Nations have come to an agreement to develop AI applications in healthcare, agriculture, and numerous other fields that affect all of our nations and citizens,” Chandrasekhar stated.

The statement highlights GPAI's critical role in tackling modern AI difficulties, such as generative AI, through submitted AI projects meant to maximize benefits and minimize related risks while solving community problems and worldwide difficulties.

GPAI

Global Partnership on Artificial Intelligence (GPAI) is an organisation of 29 countries from the Americas (North and South), Europe and Asia. It has important players such as the US, France, Japan and India, but it excludes China. The previous meeting took place in Japan. In 2024, India will preside over GPAI.

In order to promote and steer the responsible implementation of artificial intelligence based on human rights, multiculturalism, gender equality, innovation, economic growth, the surroundings, and social impact, this forum was established in 2020. Its goal is to bring together elected officials and experts in order to make tangible contributions to the 2030 Agenda and the UN Sustainable Development Goals (SDGs). 

Given the quick and significant advancements in artificial intelligence over the previous year, the meeting in New Delhi attracted particular attention. They have sparked worries about its misuse as well as enthusiasm about its possible advantages.

The Summit

The G20 summit, which India hosted in September 2023, provided an atmosphere for the discussions at the GPAI summit. There, participants of this esteemed worldwide economic conference came to an agreement on how to safely use AI for "Good and for All."

In order to safeguard people's freedoms and security, member governments pledged to address AI-related issues "in a responsible, inclusive, and human-centric manner."

The key tactic devised is to distribute AI's advantages fairly while reducing its hazards. Promoting international collaboration and discourse on global management for AI is the first step toward accomplishing this goal. 

A major milestone in that approach was the GPAI summit.

The conversation on AI was started by India's Prime Minister Narendra Modi, who is undoubtedly one of the most tech-aware and tech-conscious international authorities.

He noted that every system needs to be revolutionary, honest, and trustworthy in order to be sustained.

"There is no doubt that AI is transformative, but it is up to us to make it more and more transparent." He continued by saying that when associated social, ethical, and financial concerns are appropriately addressed, trust will increase.

After extensive discussions, the summit attendees decided on a strategy to establish global collaboration on a number of AI-related issues. The proclamation pledged to place GPAI at the leading edge of defining AI in terms of creativity and cooperation while expanding possibilities for AI in healthcare, agriculture, and other areas of interest, according to Union Minister Rajeev Chandrasekhar.

There was an open discussion of a number of issues, including disinformation, joblessness and bias, protection of sensitive information, and violations of human rights. The participants reaffirmed their dedication to fostering dependable, safe, and secure AI within their respective domains.

Concerns raised by AI

• The issue of legislation comes first. There are now three methods in use. In order to best promote inventiveness, the UK government takes a "less is more" approach to regulation. Conversely, the European Union (EU) is taking a strong stance, planning to propose a new Artificial Intelligence Act that might categorize AI 'in accordance with use-case situations based essentially on the degree of interference and vulnerability'.
• Second, analysts say that India has the potential to lead the world in discussions about AI. For example, India has an advantage when it comes to AI discussions because of its personnel, educational system, technological stack, and populace, according to Markham Erickson of Google's Centers for Excellence. However, he voiced the hope that Indian regulations will be “interoperable” with those of other countries in order to maximize the benefits for small and medium-sized enterprises in the nation.
• Third, there is a general fear about how AI will affect jobs, just as there was in the early years of the Internet's development. Most people appear to agree that while many jobs won't be impacted, certain jobs might be lost as artificial intelligence develops and gets smarter. According to Erickson, the solution to the new circumstances is to create "a more AI-skilled workforce." 
• Finally, a major concern relates to deepfakes defined as 'digital media, video, audio and images, edited and manipulated, using Artificial Intelligence (AI).'

Need for AI Strategy in Commercial Businesses

Firstly, astute or mobile corporate executives such as Shailendra Singh, managing director of Peak XV Partners, feel that all organisations must now have 'an AI strategy'.

Second, it is now impossible to isolate the influence of digital technology and artificial intelligence from the study of international relations (IR), foreign policy, and diplomacy. Academics have been contemplating and penning works of "the geopolitics of AI."

Combat Strategies

"We will talk about how to combine OECD capabilities to maximize our capacity to develop the finest approaches to the application and management of AI for the benefit of our people. The French Minister of Digital Transition and Telecommunications", Jean-Noël Barrot, informed reporters. 

Vice-Minister of International Affairs for Japan's Ministry of Internal Affairs and Communications Hiroshi Yoshida stated, "We particularly think GPAI should be more inclusive so that we encourage more developing countries to join." Mr Chandrasekhar stated, "Inclusion of lower and middle-income countries is absolutely core to the GPAI mission," and added that Senegal has become a member of the steering group.

India's role in integrating agribusiness into the AI agenda was covered in a paragraph. The proclamation states, "We embrace the use of AI innovation in supporting sustainable agriculture as a new thematic priority for GPAI."

Introduction

Ministry of Electronics and Information Technology (MeitY) Announces to Centre Government to Plan to Certify Permissible Online Games.

In a recent update to the notification released by the Ministry of Electronics and Information Technology (MeitY) on April 6, MeitY has requested gaming entities to establish self-regulatory organisations (SROs) within a timeframe of 30 days or a maximum of 90 days from the date of the notification, which is April 6, 2023. The Ministry of Electronics and Information Technology (MeitY) has further announced that the central government will certify which online games are permissible until the SROs are officially established. The intention behind establishing SROs is to assist intermediaries, such as Apple or Google, in determining what constitutes a permitted online game, but the SRO will take 2-3 months to complete. In the meanwhile, the Central government will step in and determine what is a permissible online game.

Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 & Intermediary Guidelines and Digital Media Ethics Code Amendment Rules, 2023

By enacting these rules, the Indian government has taken decisive action to protect Indian gamers and their financial resources against scams and fraud. The rules also serve to promote responsible gaming while preventing young and vulnerable users from being exposed to indecent or abusive content.

Amendment Rules developed the concept of a “Permissible online real money game.” This designation is reserved for games that have passed a review process conducted by a self-regulatory body (SRB).  Amendment rules indicate that Online Gaming Intermediaries must ensure that they do not permit any third party to host non-permissible online real money games on their platforms. This development is important because it empowers us to distinguish between legitimate and illicit real money games.

The Amendment Rules define an online gaming provider as an “intermediary” under the Information Technology Act of 2000, creating a separate classification called ‘Online Gaming Intermediary’.

Central government to certify what is an ‘Online Permissible Game’

The industry has been wondering what games come under wagering and will be banned. So, until the SROs are officially established, the government, in the interim, will certify what is a permissible game, what is wagering, and what is not wagering. Games that involve elements of wagering are going to be barred. The new regulations prohibit wagering on any outcome, whether in skill-based or chance-based games. Hence gaming applications involving wagering and betting apps will be barred.

Self-Regulatory Organizations (SROs)

According to the new regulations by the Ministry of Electronics and Information Technology (MeitY), online gaming intermediaries must establish a Self-Regulatory Body (SRO) to approve games offered to users over the Internet. The SRO must be registered with the Ministry and develop a framework to ensure compliance with the IT Rules 2021 objectives. An ‘online game’ can be registered by the SRO if it meets specific criteria, which include that the game is offered by an online gaming intermediary that is a member of the self-regulatory body, the game is not containing any content harmful to India’s interests, and complying with all relevant Indian regulations. If these requirements are met, the intermediary can display a visible registration mark indicating its registration with the self-regulatory authority.

Conclusion

MeitY found that with the rapid growth of the gaming industry, the real money gaming (RMG) sector had to be regulated properly. Rules framed must be properly implemented to stop gambling, betting, and wagering apps.

The IT Rules 2021, along with the Amendment Rules 2023, are created to take concrete action to curb the proliferation of gambling, betting, and wagering apps in India. These rules empower to issue of directives to ban specific apps that facilitate or promote such activities. The app ban directive allows the government to take decisive action by blocking access to these apps, making them unavailable for download or use within the country. This measure is aimed at curbing the negative impact of gambling, betting, and wagering on individuals and society, including issues related to addiction, financial loss, and illegal activities. Rules aim to actively combat the spread and influence of such apps and provide a safer online environment for gaming users.

The self-regulatory body in the context of online gaming will have the authority to grant membership to gaming intermediaries, register online games, develop a framework for regulation, interact with the Central Government, address user complaints, report instances of non-compliance, and take necessary actions to safeguard online gaming users.
