As e-sports flourish in India, mobile gaming platforms and apps have contributed massively to this boom. The wave of online mobile gaming has led to a new recognition of esports. As we see the Sports Ministry being very proactive for e-sports and e-athletes, it is pertinent to ensure that we do not compromise our cyber security for the sake of these games. When we talk about online mobile gaming, the most common names that come to our minds are PUBG and BGMI. As news for all Indian gamers, BGMI is set to be relaunched in India after approval from the Ministry of Electronics and Information Technology.
Why was BGMI banned?
The Govt banned Battle Ground Mobile India on the pretext of being a Chinese application and the fact that all the data was hosted in China itself. This caused a cascade of compliance and user safety issues as the Data was stored outside India. Since 2020 The Indian Govt has been proactive in banning Chinese applications, which might have an adverse effect on national security and Indian citizens. Nearly 200 plus applications have been banned by the Govt, and most of them were banned due to their data hubs being in China. The issue of cross-border data flow has been a key issue in Geo-Politics, and whoever hosts the data virtually owns it as well and under the potential threat of this fact, all apps hosting their data in China were banned.
Why is BGMI coming back?
BGMI was banned for not hosting data in India, and since the ban, the Krafton Inc.-owned game has been engaging in Idnai to set up data banks and servers to have a separate gaming server for Indian players. These moves will lead to a safe gaming ecosystem and result in better adherence to the laws and policies of the land. The developers have not declared a relaunch date yet, but the game is expected to be available for download for iOS and Android users in the coming few days. The game will be back on app stores as a letter from the Ministry of Electronics and Information Technology has been issued stating that the games be allowed and made available for download on the respective app stores.
Grounds for BGMI
BGMI has to ensure that they comply with all the laws, policies and guidelines in India and have to show the same to the Ministry to get an extension on approval. The game has been permitted for only 90 days (3 Months). Hon’ble MoS Meity Rajeev Chandrashekhar stated in a tweet “This is a 3-month trial approval of #BGMI after it has complied with issues of server locations and data security etc. We will keep a close watch on other issues of User harm, Addiction etc., in the next 3 months before a final decision is taken”. This clearly shows the magnitude of the bans on Chinese apps. The ministry and the Govt will not play the soft game now, it’s all about compliance and safeguarding the user’s data.
Way Forward
This move will play a significant role in the future, not only for gaming companies but also for other online industries, to ensure compliance. This move will act as a precedent for the issue of cross-border data flow and the advantages of data localisation. It will go a long way in advocacy for the betterment of the Indian cyber ecosystem. Meity alone cannot safeguard the space completely, it is a shared responsibility of the Govt, industry and netizens.

In the 2023 bill, there is an Incorporation of Business-friendly provisions by removing criminal penalties for non-compliance and facilitating international data transfers.
The new 2023 bill balances out fundamental privacy rights and puts reasonable limitations on those rights.Under the 2022 bill, Personal data can be processed for a lawful purpose for which an individual has given his consent. And there was a concept of deemed consent.The new data protection board will carefully examine the instance of non-compliance by imposing penalties on non-compiler.The bill does not provide any express clarity in regards to compensation to be granted to the Data Principal in case of a Data Breach.Under 2023 Deemed consent is there in its new form as ‘Legitimate Users’.The 2022 bill allowed the transfer of personal data to locations notified by the government.There is an introduction of the negative list, which restricts cross-data transfer.

The ransomware group ‘ransomhub’ has emerged as the leading threat actor, responsible for 527 incidents worldwide. Following closely are ‘lockbit3’ with 522 incidents and ‘play’ with 351. Other Groups are ‘akira’, ‘hunters’, ‘medusa’, ‘blackbasta’, ‘qilin’, ‘bianlian’, ‘incransom’. These groups usually employ advanced tactics to target critical sectors, highlighting the urgent need for robust cybersecurity measures to mitigate their impact and protect organizations from such threats.
Monthly Ransomware Incidents:
In January 2024, the value began at 284, marking the lowest point on the chart. The trend rose steadily in the subsequent months, reaching its first peak at 557 in May 2024. However, after this peak, the value dropped sharply to 339 in June. A gradual recovery follows, with the value increasing to 446 by August. September sees another decline to 389, but a sharp rise occurs afterward, culminating in the year’s highest point of 645 in November. The year concludes with a slight decline, ending at 498 in December 2024 (till 28th of December).
Top 10 Targeted Countries:
The United States consistently topped the list as the primary target probably due to its advanced economic and technological infrastructure.
Other heavily targeted nations include Canada, UK, Germany, Italy, France, Brazil, Spain, and India.
A total of 153 countries reported ransomware attacks, reflecting the global scale of these cyber threats

Business Services and Healthcare faced the brunt of ransomware threat due to the sensitive nature of their operations.

Geographical Impact:
The continuous and precise OSINT(Open Source Intelligence) work on the platform, performed as a follow-up action to data scraping, allows a complete view of the geography of cyber attacks based on their claims. The northwestern region of the world appears to be the most severely affected by Threat Actor groups. The figure below clearly illustrates the effects of this geographic representation on the map.

In 2024, the research identified 98 ransomware incidents impacting various sectors in India, marking a 55% increase compared to the 63 incidents reported in 2023. This surge highlights a concerning trend, as ransomware groups continue to target India's critical sectors due to its growing digital infrastructure and economic prominence.
Top Threat Actors Group Targeted India:
Among the following threat actors ‘killsec’ is the most frequent threat. ‘lockbit3’ follows as the second most prominent threat, with significant but lower activity than killsec. Other groups, such as ‘ransomhub’, ‘darkvault’, and ‘clop’, show moderate activity levels. Entities like ‘bianlian’, ‘apt73/bashe’, and ‘raworld’ have low frequencies, indicating limited activity. Groups such as ‘aps’ and ‘akira’ have the lowest representation, indicating minimal activity. The chart highlights a clear disparity in activity levels among these threats, emphasizing the need for targeted cybersecurity strategies.
Top Impacted Sectors in India:

After peaking in May, the metric significantly declines to 4 in June but starts to rise again, reaching 7 in July and 8 in August. September sees a slight dip to 5 before the metric spikes dramatically to its highest value, 24, in October.
