The Risks Posed by AI-Powered Mental Health Chatbots
Introduction
The use of digital information and communication technologies for healthcare access has been on the rise in recent times. Mental health care is increasingly being provided through online platforms by remote practitioners, and even by AI-powered chatbots, which use natural language processing (NLP) and machine learning (ML) processes to simulate conversations between the platform and a user. Thus, AI chatbots can provide mental health support from the comfort of the home, at any time of the day, via a mobile phone. While this has great potential to enhance the mental health care ecosystem, such chatbots can present technical and ethical challenges as well.
Background
According to the WHO’s World Mental Health Report of 2022, every 1 in 8 people globally is estimated to be suffering from some form of mental health disorder. The need for mental health services worldwide is high but the supply of a care ecosystem is inadequate both in terms of availability and quality. In India, it is estimated that there are only 0.75 psychiatrists per 100,000 patients and only 30% of the mental health patients get help. Considering the slow thawing of social stigma regarding mental health, especially among younger demographics and support services being confined to urban Indian centres, the demand for a telehealth market is only projected to grow. This paves the way for, among other tools, AI-powered chatbots to fill the gap in providing quick, relatively inexpensive, and easy access to mental health counseling services.
Challenges
Users who seek mental health support are already vulnerable, and AI-induced oversight can exacerbate distress due to some of the following reasons:
- Inaccuracy: Apart from AI’s tendency to hallucinate data, chatbots may simply provide incorrect or harmful advice since they may be trained on data that is not representative of the specific physiological and psychological propensities of various demographics.
- Non-Contextual Learning: The efficacy of mental health counseling often relies on rapport-building between the service provider and client, relying on circumstantial and contextual factors. Machine learning models may struggle with understanding interpersonal or social cues, making their responses over-generalised.
- Reinforcement of Unhelpful Behaviors: In some cases, AI chatbots, if poorly designed, have the potential to reinforce unhealthy thought patterns. This is especially true for complex conditions such as OCD, treatment for which requires highly specific therapeutic interventions.
- False Reassurance: Relying solely on chatbots for counseling may create a partial sense of safety, thereby discouraging users from approaching professional mental health support services. This could reinforce unhelpful behaviours and exacerbate the condition.
- Sensitive Data Vulnerabilities: Health data is sensitive personal information. Chatbot service providers will need to clarify how health data is stored, processed, shared, and used. Without strong data protection and transparency standards, users are exposed to further risks to their well-being.
Way Forward
- Addressing Therapeutic Misconception: A lack of understanding of the purpose and capabilities of such chatbots, in terms of care expectations and treatments they can offer, can jeopardize user health. Platforms providing such services should be mandated to lay disclaimers about the limitations of the therapeutic relationship between the platform and its users in a manner that is easy to understand.
- Improved Algorithm Design: Training data for these models must undertake regular updates and audits to enhance their accuracy, incorporate contextual socio-cultural factors for profile analysis, and use feedback loops from customers and mental health professionals.
- Human Oversight: Models of therapy where AI chatbots are used to supplement treatment instead of replacing human intervention can be explored. Such platforms must also provide escalation mechanisms in cases where human-intervention is sought or required.
Conclusion
It is important to recognize that so far, there is no substitute for professional mental health services. Chatbots can help users gain awareness of their mental health condition and play an educational role in this regard, nudging them in the right direction, and provide assistance to both the practitioner and the client/patient. However, relying on this option to fill gaps in mental health services is not enough. Addressing this growing —and arguably already critical— global health crisis requires dedicated public funding to ensure comprehensive mental health support for all.

How to increase engagement in online classes via technology?
“Online classes have gained immense popularity in recent years due to their many advantages. However, online educators face several challenges that can impede the effectiveness of their classes, one of which is the lack of engagement from students. To address this challenge, it is crucial to adopt certain strategies that can increase student engagement and create a more meaningful learning environment.
One effective strategy is to limit the number of chokepoints that students may face while enrolling in a class. This can be achieved by using booking and scheduling technology that provides students with a hassle-free experience. The system sends regular reminders and notifications to learners about upcoming classes and assignments, helping them stay organized and committed to their learning.
Technology plays a vital role in improving communication between students and teachers and in increasing student engagement and participation during a session. Utilizing technology such as polling, chat boxes, and breakout rooms enables learners to actively participate in the class and share their perspectives, leading to more effective learning.
Personalization is also essential in creating a meaningful learning environment. A scheduling system can help create customized learning paths for each student, where they can progress at their own pace and focus on topics that interest them. This ensures that each student receives individual attention and is able to learn in a way that suits their learning style.
Moreover, gamification techniques can be used to make the learning process more fun and engaging. This includes using badges, points, and leaderboards to motivate learners to achieve their goals while competing with each other.”

Why are backups important, and what is the safest way of doing them?
“Backups are important for several reasons. They help to protect against data loss, which can be caused by a variety of reasons, such as hardware failure, software corruption, natural disasters, or cyber-attacks. Backups also help to ensure that important data is available when needed, such as in the case of an emergency or system failure. Additionally, backups provide a way to recover deleted or corrupted files. This is also important because the loss of data can result in consequences such as financial loss, damage to reputation, and even legal issues. If not these, then loss of data may also lead to emotional effects in certain cases. A backup, however, can restore data quickly and avoid any significant disruption, emotional or otherwise. The safest way of doing backups is by following the 3-2-1 backup rule. This rule states that you should have at least three copies of your data, stored on at least two different storage media, with one copy stored offsite. This provides redundancy in case of a failure of one storage medium or location.
There are several methods of backing up data, including:
- External hard drives or USB drives: These are inexpensive and portable, making them a popular choice for personal backups. However, they can be lost or damaged, so it is important to keep them in a safe location and make regular backups.
- Cloud backups: These store data on remote servers, which can be accessed from anywhere with an internet connection. This provides an offsite backup solution, but it is important to choose a reputable provider and to ensure that the data is encrypted and secure.
- Network-attached storage (NAS): These are devices that connect to a network and provide centralized storage for multiple devices. They can be configured to automatically back up data from multiple devices on the network.
- Tape backups: These are less common but are still used by some businesses for the long-term storage of large amounts of data.
Regardless of the backup method chosen, it is important to regularly test backups regularly to ensure that they can be successfully restored in case of an emergency.”

Aside from security, what are some of the features of a VPN?
“Accessing geo-restricted content: One of the main benefits of using a VPN is its ability to bypass geographical restrictions in the world of flight prices, content, gaming, and more. Many websites and online services are only available in certain countries or regions. With a VPN, you can change your virtual location and access content that is otherwise blocked or unavailable in your country. Imagine you’re playing a game with friends; by using a VPN, you can improve your gaming experience by connecting to a server closer to the game’s host location and bypassing regional restrictions to access features unavailable in your region.
Increased privacy and anonymity: While security and privacy go hand in hand, VPNs offer more than just encryption. They also provide a level of anonymity by masking your IP address and making it difficult for websites and online services to track your online activity. This can be particularly useful for users who are concerned about their online privacy or who want to avoid targeted ads.
Faster internet speeds: Believe it or not, using a VPN can actually improve your internet speed in certain situations. If your internet service provider (ISP) is throttling your internet speed, a VPN can help you bypass this by encrypting your traffic and hiding it from your ISP. Additionally, some VPN providers offer dedicated servers that are optimized for faster speeds, reducing buffering and improving download and upload speeds.”

Introduction
On June 2, 2026, U.S. President Donald Trump signed an executive order called "Promoting Artificial Intelligence Innovation and Security." The order tells federal agencies to improve cyber defences against AI-based threats and creates a system where AI companies can choose to let the government access powerful new models before they are released to the public. This happens as the U.S. and China are in a heated competition to lead the next generation of AI. While the order only affects the United States, its impact could reach the global AI industry, including India.
What Does the Executive Order Do?
The White House order focuses on three areas: First, it aims to upgrade government cyber security. Federal agencies must strengthen their information systems with AI-enabled defences within 30 days. Cyber Security and Infrastructure Agency (CISA) will issue new guidelines for civilian agencies, and an AI Cyber security Clearinghouse will be established for the government and private companies to share and resolve software vulnerabilities.
Second, the order introduces a voluntary pre-release review process for advanced AI models. Before a new model is publicly available, AI companies can give the government up to 30 days to evaluate it for cyber security risks. An earlier draft proposed a 90-day review period, but this was cut back due to feedback from the technology industry. The government will also create classified benchmarks to figure out which models qualify as a “covered frontier model” and are therefore subject to this review process.
Finally, the order emphasises criminal enforcement. It prioritises legal action against those who use AI tools to commit cybercrimes.
According to the White House, the aim is to promote AI innovation and security by collaborating with the private sector to modernise government and private information systems and protect them from external threats.
Why Does This Matter Globally?
- AI Is Now a National Security Issue Until recently, most governments viewed AI as an economic or scientific issue. This order officially changes that for the United States, placing advanced AI alongside other sensitive technologies that need government oversight before deployment. When the world's largest military makes this change, other governments pay attention. Countries allied with or partnering with the U.S. will likely revisit their own AI governance frameworks in the months ahead.
- Two Competing Models for the World The U.S. and EU represent two different approaches to AI governance. The EU AI Act lays down strict rules, is focused on ethics, and requires heavy compliance. The US approach is lighter on ethics, promoting voluntary cooperation, prioritising security, and encouraging innovation. Countries developing their own AI policies will either continue to align with one of these models or take ideas from both. The Atlantic Council has pointed out that if the U.S. model is successful, it could influence international security standards for AI development, even without formal global agreements.
- The China Factor Trump initially delayed signing the order, worried it would slow down American companies and give China an edge. The final version avoids mandatory licensing requirements but clearly indicates that the U.S. aims to lead, not only in building AI but also in securing it. China is likely to respond by speeding up its own evaluation systems, creating another global framework.
What Could This Mean for India?
India has taken a careful, non-mandatory approach to AI governance. MeitY's India AI Governance Guidelines, issued in November 2025, are based on principles and are not binding. India's AI Safety Institute has been announced but is not fully operational. Efforts to create binding regulation have been seen in actions like the Private Member's Bill, the AI Ethics and Accountability Bill, 2025, introduced in the Lok Sabha. This bill suggests mandatory reviews for high-risk AI systems but has not been passed yet. It's important to note that groups like the AI Governance Expert Group (AIGEG) and the Technology and Policy Expert Committee (TPEC) serve only in an advisory role; they do not have legislative power. As a result, nothing binding has been implemented so far. The Trump order puts additional pressure on India to pass measurable, binding AI-security-related measures. As AI use increases in banking, healthcare, telecommunications, and government services and frontier AI models continue to evolve without global oversight, stronger security evaluation methods are becoming necessary, especially in critical sectors.
Recent events prove this need. In June 2026, a Distributed Denial-of-Service (DDoS) attack hit the CBSE's On-Screen Marking portal. It saw 1.5 million requests in two minutes and over one lakh unauthorised file access attempts targeting a system used by millions of students. Similar attacks have impacted AIIMS Delhi and other public digital infrastructure. As AI tools make these attacks easier to carry out, security testing before deployment can no longer be seen as optional.
For Indian AI companies aiming at global markets, the U.S. framework is also important for business. Standards that are set voluntarily in Washington often become necessary for international partnerships and contracts.
Conclusion
Trump's AI cyber security order signals a shift. A government that resisted regulating AI has now recognised that powerful models need oversight before they reach the public. Its immediate impact affects U.S. agencies and developers. However, the broader message is that advanced AI is a national security concern. This will influence policy conversations around the world. For India, the priority is to develop its own security evaluation capacity now, rather than waiting to adopt frameworks created for other contexts.
