Enhance Critical-Sector Resilience:
Strengthen the ability of essential services—including energy, healthcare, banking, transportation, and public utilities—to anticipate, withstand, and recover from cyberattacks and digital disruptions. Focus on building sector-specific risk management frameworks, incident-response capabilities, and resilience-by-design principles.
Strengthen Law-Enforcement & Strategic Communications Cooperation:
Enhance collaboration between national and international law enforcement agencies, intelligence communities, and public information offices to detect, investigate, and neutralize cybercrime, cyberterrorism, and coordinated information-warfare campaigns. Promote faster cross-border information sharing, capacity building, and joint operational frameworks.
Promote Inclusive Digital & Information Literacy:
Expand access to cybersecurity education, cyber hygiene training, and media literacy programs for all sections of society, particularly vulnerable groups such as children, senior citizens, persons with disabilities, and marginalized communities. Address the security and ethical implications of emerging technologies such as Artificial Intelligence, Quantum Computing, AR/VR, and autonomous systems. Develop governance models that promote responsible innovation while mitigating risks associated with weaponized AI, quantum vulnerabilities, and synthetic media (deepfakes) used for information warfare.
