Internet Governance

CRITICAL INTERNET INFRASTRUCTURE

Critical Internet Infrastructure or CII is an essential component on which Internet services rely upon. With all businesses and services going online, the reliance on internet has surged tremendously. This has also made it a target interest of hackers. The security of CII thus is an area of significant concern of the Government of any nation. CPF assists the Government in achieving same under its e-Kawach project. CPF has special setup which detects attacks attempted over a network.

This generates warning and notifies the network operator to proactively protect the CII. In 2017, when the WannaCry Ransomware broke down, CPF’s setup detected target attempts. Organisations in Ranchi, Jharkhand were cautioned which helped them secure their networks and systems.

INTERNET SHUTDOWN

Internet Shutdown in the recent past has become a common occurrence. The communal riots in the district of Saharanpur (Uttar Pradesh) led to over a 15-day internet shutdown in June 2017. Due to varied reason, similar shutdowns were witnessed in about 11 states in the nation. So much so that over a period of 8 months, the Internet was shutdown 42 times (The Indian Express). With so many dependents on the Internet, the shutdown tends to affect life and livelihood of many. The 2016 internet shutdown in Gujarat led to petition in Gujarat High Court demanding restriction over shutting down of Internet, however the High Court opined otherwise.

Considering that Internet is an enabler of Fundamental Rights which is used to exercise Freedom of speech and Expression, the shutdown is a hindrance in practice of same. Ever since a need for policy to regulate the shutdown has been in huge demand. CyberPeace Foundation is working to regulate the shut down through policy advocacy and wakefulness of the Government.

INTERNET RIGHT

Internet has been implicitly accepted as a human right. A three judge bench of Supreme Court observed that freedom of expression includes right to be informed and right to know and feeling of protection of expansive connectivity. Correspondingly, the Universal Declaration of Human Rights under Article 19 states that Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
We at CPF staunchly believe that every citizen of the country should have the right to use the Internet and have a safe and peaceful digital presence and are thus, constantly working towards ensuring the same through our varied initiatives.

CYBERPEACE ALLIANCE

The CyberPeace Foundation envisions to achieve its goal of CyberPeace through its initiative of CyberPeace Alliance which will act as a policy and thought incubator on CyberSecurity and issues like Internet regulation and governance.
To build resilient and sound international arrangements and to foster research in the field of CyberSecurity, the CyberPeace Alliance is one of the first initiatives of its kind. The alliance comprises of scholars, academicians, service providers and all interested parties on the Internet. The members meet from time to time with specific agendas and through a formal process to float ideas and mature them into workable models, be it technology, business, policy, law, economics, development etc. As there may be many facets that need to be looked into, like Online Crimes, Internet Regulation, Compliance, Data Protection & Privacy etc, the alliance does not define narrow subjects for itself, and instead focuses through events, discussions and research on specific issues that need time to time addressing. The Alliance comprises of equal participation from all stakeholders on the Internet indicating that a business process will never be left unattended legally and a legal process will not mandate what technology cannot enforce. The alliance is an extension of our belief and an initiative that is aimed at bringing the world together to start talking about CyberPeace.
